Shrewsbury Names Dr. Emily Carter as New Superintendent
Locale: UNITED STATES

Shrewsbury, MA - March 19, 2026 - The Shrewsbury School Committee yesterday, Thursday, March 18th, 2026, announced the unanimous appointment of Dr. Emily Carter as the new Superintendent of Shrewsbury Public Schools. Dr. Carter, currently the highly-regarded principal of Coolidge School, will officially assume her new role on July 1st, 2026, succeeding Dr. Richard Harding, who announced his retirement earlier this year after a distinguished 15-year tenure leading the district.
The decision follows an extensive and thorough search process spearheaded by the School Committee, with significant input gathered from teachers, parents, students, and other community stakeholders. The committee engaged in multiple rounds of interviews, carefully evaluating a pool of qualified candidates before reaching a consensus that Dr. Carter represents the best choice to guide Shrewsbury Public Schools forward.
"Dr. Carter stood out throughout the entire process," stated Sarah Miller, Chair of the Shrewsbury School Committee. "Her deep understanding of the Shrewsbury community, coupled with her proven leadership at Coolidge School, convinced us that she possesses the vision, skills, and dedication needed to build upon the strong foundation established by Dr. Harding and to lead our district to even greater heights. We are thrilled to have her at the helm."
Dr. Carter's tenure as principal of Coolidge School has been marked by significant improvements in student performance, a strengthened school culture, and a focus on innovative teaching practices. Under her leadership, Coolidge consistently achieved high marks on state assessments and fostered a welcoming environment where students felt supported and empowered to learn. She is credited with implementing several successful programs focused on social-emotional learning and personalized instruction.
Speaking about her appointment, Dr. Carter expressed both her gratitude and her commitment to the Shrewsbury community. "I am deeply honored to be selected as the next Superintendent of Shrewsbury Public Schools," she said. "I have been a proud member of this community for many years, and I am incredibly passionate about ensuring that every student in Shrewsbury has access to a high-quality education that prepares them for success in college, career, and life. I look forward to collaborating with all stakeholders - students, teachers, parents, and community members - to build a brighter future for our schools."
Dr. Carter's vision for the district extends beyond academic achievement. She emphasizes the crucial importance of cultivating a supportive and inclusive learning environment where all students feel valued, respected, and empowered to reach their full potential. She also plans to prioritize enhanced communication between the schools and families, recognizing that a strong partnership between home and school is essential for student success. A key component of her strategy involves leveraging technology to improve communication and provide more accessible information to parents.
Furthermore, Dr. Carter is a strong advocate for ongoing professional development for teachers and staff. She believes that investing in the growth and well-being of educators is paramount to ensuring the quality of instruction in the district. She envisions implementing innovative professional learning opportunities that will empower teachers to stay at the forefront of educational best practices. This includes exploring opportunities for mentorship programs, collaborative planning time, and access to cutting-edge research in education.
The Shrewsbury Public Schools district serves over 7,800 students across six elementary schools, two middle schools, and Shrewsbury High School. The district is known for its strong academic programs, dedicated teachers, and active community involvement. Dr. Harding's retirement marks the end of an era, but the appointment of Dr. Carter signals a continuation of the district's commitment to excellence and innovation.
"I want to build on the fantastic work already happening in Shrewsbury Public Schools," Dr. Carter explained in a follow-up statement. "That means really listening to the needs of our diverse student population, supporting our incredible teachers with the resources they need, and working collaboratively to ensure that all students have equitable access to opportunities that will help them thrive. I envision a district where innovation is encouraged, where creativity is celebrated, and where every child feels a sense of belonging."
The School Committee will be holding a community forum on April 15th to provide an opportunity for residents to meet Dr. Carter and discuss her vision for the future of Shrewsbury Public Schools. Details regarding the forum will be posted on the district website in the coming weeks.
