The report criticizes the city for not adequately tracking or reporting on diversity initiatives, and for not having a dedicated staff member to oversee these efforts. It recommends that Halifax develop a strategic plan with specific, measurable objectives to enhance diversity and inclusion, and to ensure that these efforts are properly resourced and monitored.
